  4. Are paper submittals accepted for Executive Summary and Full Proposal?
    No. Please email your submission to gsfc-partnerships@mail.nasa.gov
  5. What's the file size limit for both the Executive Summary and Full Proposal?
    The maximum size of each submittal shall be 10Mbytes.
  6. What is the accepted file format?
    The Executive Summary and Full Proposal shall be in Microsoft Word 97 or above or Portable Document File (PDF) format.
  7. On page 5, there is a reference to "facilitating access to NASA's spaceflight resources that may require negotiation of terms with NASA Goddard Space Flight Center or any other appropriate NASA Center of Facility." Just for clarification, is JPL covered within the parameters of this CRADA, and thus will this CRADA enable access to JPL-related information on optical communication?
    Yes, JPL is covered within the parameters of this CRADA. JPL certainly has capabilities and assets in the area of Optical Communications, and would be interested in partnering with Industry to advance technologies for near earth high rate communications. In order to support any development activities at JPL, an Industry Prime would have to negotiate a fully reimbursable Space Act Agreement with NASA NMO, who would then authorize JPL to perform the work. Commercial licenses to any JPL developed intellectual property would require an IP agreement with Caltech. These agreements would be separate from the PCOCS CRADA.
  8. Does this CRADA enable access to all information related to the Lunar Laser Communication Demonstration (LLCD) and Laser Communication Relay Demonstration (LCRD), or are there certain Intellectual Property restrictions?
    Yes, with restrictions. Not all of the technologies developed under this mission belong to NASA, therefore the Intellectual Property will reside with NASA partners.
  9. Does this CRADA enable access to information related NASA's future optical communication work, including SCaN, TDRS Next, etc.? If not, what are the limitations of jurisdiction?
    Yes but access is restricted only to currently public information and efforts.
  10. Does this CRADA enable access to information related to NASA's R&D efforts on new and innovative optical communication technologies, including development with suppliers? If not, what are the limitations of jurisdiction?
    Access is limited only to currently public information and efforts.
